I read the whole series, with mixed feelings, a year ago, and now I'm trying to remember more about it. I shall spoil you for the whole thing, I think.
I always imagined Cinder (and, spoilers, Queen Levana) as *Japanese*, because the book clearly started as a Sailor Moon fanfic. I can't remember if there are specific indications to the contrary ... I'm going to have to consult with the Future of Fandom (and a cup of coffee) and get back to you, I'm too foggy to remember, at the moment.
