Ginger with honey and lemon is something I use to treat sore throats in tisane form, because it tastes SO good and also it works.
I do not have a reliable method of getting baked goods to taste like honey, so that's where I stall out. Maybe if you put a shedload of actual honey in, like this version of Beorn's honey cake, but those are SO incredibly sweet that I'm not sure the end result would taste recognizably like shortbread.
