A few things a town building game that is also a language learning game probably needs/could use:
Mayor/primary translator person sets you up with a small house; it has a bed and maybe a lamp and that's about it. A kitchen, a bathroom. A garden out back. When you interact with items in the house, they'll display the corresponding vocabulary word, as well as a list of options for interacting with them, all in the language you want to learn. For example, a table could have, "Table: Move, Put item on/decorate, Put away/store", while a sink might have, "Sink: Run water, stop water, drain, wash hands, wash dishes (kitchen sink only)" (etc).
Each day you can go on at least one fetch quest to earn some money; someone from the village will describe the thing they want (a blue apple, a green tomato, a red feather, etc), and you go and find it in the surrounding area.
Shops:
Clothing - has various clothing items; each day you can buy one specific item of any color, or any item of one specific color; for example, on a given day, you can buy anything that's beige, or shoes of any color
Furniture - Probably set up like the clothing store, with one item of any color or or any item of one color on any given day
Food - Sells actual food in addition to seeds for the garden (and possibly farm animals?)
To buy things, you must learn "to buy"; possibly numbers/math?
To tend the garden, you must learn "to plant", "to weed", "to water", "to harvest", etc
For quests, you need to learn "to find", possibly others? Mayor/translator will assist you as needed, possibly for a fee
Attractions:
Zoo
Petting zoo?
Pet store/pet cafe?
Museum
Arboretum and/or greenhouse (safe place to grow and look at interesting, non-native plants)
Anyway, this is mostly brainstorming/throwing spaghetti for waaaaaay in the future, not any time soon; finishing AnimeTwineowa is much higher on my to-do list than this is. But it's still fun to think about!
