If you are unable to get a refund, you might consider (1) Fuel up the moped, start the engine (despite the fuel leak) and see whether you can ride for a couple of blocks. If so, this certifies that the engine works. (2) Take everything on the moped apart. Well, don't take things apart below component level, but remove engine, carburetor, fenders, luggage rack, speedometer, handlebars, mirrors, control cables, wheels, etc. and take digital photos of everything. Then list all the individual pieces (and don't forget the frame) for sale on eBay. Other people are trying to keep old, old Puch mopeds running.
