Clarification!

Long story short, while my city is being flooded badly, my house is far enough away from the river that I won't have to worry about my own possessions for a good while. The sandbags I was helping to pack? Were for general use, not personal use. Businesses by the riverside, mostly. There's a lot more sandbagging to do, especially after all the rain last night, but I, personally, am safe.
My uncle lives on (read as: next to) the river, and has been offered places to stay, but has chosen instead to live in his car -_-a Friends in the danger zone, that I know of, have been evacuated, as has the animal shelter.
What might happen: the city may shut down the power and/or the water. We've got some water bottled up and prepared in case of the latter, and some non-perishables in the case of the former, and I can live without computer for a while anyhow, I'm sure. OH GOD, I'LL NEVER MAKE IT, WHAT'M I GONNA DO DDD: We may - or may not! - get another four feet of water. I'll be hoping and praying it doesn't come to any of this, but Mom has insisted we prepare for the worst, and I'm with her.
I'll be keeping my cell phone charged as long as I can, and will make a phone post if the power does get cut off. In the mean time, I guess I can still do volunteering and stuff? And if I do get cut off from power, I've still got my MP3 player and pencils/paper, so. I'll be fine, I'm sure!
